1. VariableLengthPrefixSet supports getting/setting prefixes with
AddPrefixArray and AddCompletesArray

2. VariableLengthPrefixSet supports passing prefix as an integer in
Match API. This is because how V2 and V4 see prefixes as an integer
works differently.
