I'm not sure as I'm new with servo but shouldn't the new function ```parse_opt_prefs``` be in ```prefs.rs``` instead of ```opts.rs``` ? <!-- Please describe your changes on the following line: --> --- <!-- Thank you for contributing to Servo!
