* Removes mSpecEncoding since the spec is always ASCII encoded
* nsStandardURL::InitGlobalObjects is now called from nsNetStartup
* Removes prefObserver from nsStandardURL
* mDisplayHost is now initialized every time that we change the hostname
* Adds locking to the gAllURLs list
