Comment out the GARBAGE entry for generated files.
...
nsHTMLTags.h nsHTMLTags.cpp nsHTMLEntities.cpp were being treated as
GARBAGE since they are generated. But, they are also checked in to the
repository, which breaks clobber builds.

Rewrote the stream stuff to be simple, since Unix build environment cannot even handle ostream and istream. This builds and runs correctly on Linux and Macintosh now.
