Hanna Jones 6b08e949b3 Bug 1939210 - re-add aria-label support to moz-toggle r=reusable-components-reviewers,extension-reviewers,robwu,tgiles ...

This got removed by mistake when refactoring the toggle, which caused some accessibility test failures. I've added it back since we still want to support a toggle only version of moz-toggle, and added a test to make sure this doesn't happen again.
