Fred Chasen 9170fe4ef7 Bug 1927961 - Reduce Review Checker sidebar flickering on tab switch. r=shopping-reviewers,omc-reviewers,aminomancer,rking

- Does not clear the existing product when another product is going to be shown on a tab switch so we can reuse the existing components.
- Does not clear the existing opt in screen if the same one is going to be shown to reduct flickering.
- Load the CSS and React libraries needed for AboutWelcome in the shopping HTML.
- Preload the `aboutwelcome.bundle` bundle so it will be available when needed.
