Previously, we didn't push the context, but we started that in bug 1952814. However, it caused the odd behavior of the older Microsoft Japanese IME. The context is required for supporting Windows Recall better. So, on Windows 10, we don't need to do that. I.e., this patch is a conditional backout of bug 1952814.
