Chris Manchester 6bd13fb1ce Bug 1139722 - Allow use of nested job objects in mozprocess on windows versions that support them. r=ahal, a=test-only

This patch detects when breaking away from the parent job isn't strictly necessary to manage processses in a new job to allow using nested job objects to manage processes and their children. Loss of job object functionality is handled in mozprocess as non-fatal, however mozrunner and others doing things like restarting firefox require it.

Mozbase

Mozbase is a set of easy-to-use Python packages forming a supplemental standard library for Mozilla. It provides consistency and reduces redundancy in automation and other system-level software. All of Mozilla's test harnesses use mozbase to some degree, including Talos, mochitest, reftest, Autophone, and Eideticker.
