This also downgrades and removes some logging that I myself added that hasn't proven to be useful. I reworded messages I wrote in a few places too. I didn't touch `SuggestBackendJs.sys.mjs` because it's unused and will likely be removed soon (bug 1932502). Depends on D229847 Differential Revision: https://phabricator.services.mozilla.com/D229868
