Usually when we encounter a GPU process loss, we call through GPUProcessManager::OnProcessUnexpectedShutdown(). This keeps track of the number of consecutive unstable GPU process launches, and decides whether the subsequent relaunch will use the same configuration, or whether to disable acceleration, or eventually whether to disable the GPU process altogether. Currently, however, when we encounter an error early during GPU process initialization we immediately jump to disabling acceleration. We have seen evidence of GPU process launching failing due to transient issues, such as low memory. It is unfortunate to disable acceleration for the rest of the session due to this. This patch therefore makes early init failures go through the OnProcessUnexpectedShutdown() path, meaning there are a number of attempts at relaunching the process with acceleration before acceleration is disabled.
