Automatic update from web-platform-tests
Move CSSAdvancedAttrFunction runtime flag to test

Some of the serialization failures left, to be done in the separate
CL.
Test wpt/css/css-variables/variable-generated-content-dynamic-001.html
is not valid according to the new attr() spec, see [0]. So changed it
to make it compatible with the new and old attr() spec.
