Automatic update from web-platform-tests
Make closeWatcher.requestClose() not require user activation
Per the conversation here:

There's a desire to ship closeWatcher.requestClose() along with
dialog.requestclose() both not requiring user activation.
The spec PR has been updated accordingly:
