Automatic update from web-platform-testsAdd the "dtmf" attribute on RTCRTPSender
This brings the API into conformance with the spec:
https://w3c.github.io/webrtc-pc/#dom-rtcdtmfsender
The CL also exposes the RTCDTMFToneChange event, which
was previously marked [ NoInterface ].
