As discussed in the bug, this pref is "known-problematic" (i.e. known to be accessed many times during the test). It seems our current annotated access-count was not was not quite high enough to account for the actual observed access count during windows test-verify testruns. This patch fixes that by increasing the count (by 1) to reflect reality. Differential Revision: https://phabricator.services.mozilla.com/D150039
