Automatic update from web-platform-tests
Add support for constructing WebCodecs VideoFrames from planes.

This allows for JS/WASM created VideoFrames to be fed into the
WebCodecs encoder. Passed in ArrayBuffers always have their
ownership transferred to the constructed VideoFrame.

Bug: 1120817
Test: New web tests.
