Existing `insertDTMF` and new `canInsertDTMF` properties use the same underlying algorithm to determine if DTMF can be inserted or not. (https://w3c.github.io/webrtc-pc/#caninsertdtmf-algorithm) So, we can use existing `Transceiver->CanSendDTMF` method to implement `RTCDTMFSender.canInsertDTMF`.
