Improve the experience of using webdriver to take screenshots of Servo. When a screenshot can't be obtained immediately, increase the delay before trying again from 2ms to 1s.

SubpageId was originally introduced in 2013 to help iframes keep track of
their associated (children) pipelines. However, since each pipeline
already has a PipelineId, and those are unique, those are sufficient
to keep track of children.

Removed a method that seemed to duplicate already existing functionality, and returned BrowsingContextErrors in the web_handler file where panics were previously occurring.
I am not sure if I like all the unwrapping that occurs in the script thread, but the current methods are not set up to return Option/Result.
Also, should line the method on line 37 `find_node_by_unique_id` of components/script/webdriver_handlers.rs return None if the context is not found like I have it currently? Or should it return a `Result<Option...>` instead?

Very unfamiliar with rust, but I'm trying to test servo with my Perl WebDriver module ( https://metacpan.org/pod/WebDriver::Tiny ) and fix any issues I come across. I hope to make my next commit implement find with the location strategy of link text.

Add the webdriver commands for GetCookie and AddCookie. In addition the basic messages for sending cookie data back and forth from the resource thread needed to be created and the handlers for those messages were created as well.
Do we plan to have some sort of test suite for the webdriver at some point? At this point I primarily test my PRs with basic shell scripts with a lot of `curl` and `jq`.

This puts the code and data structures in place to set the Referer header based on the Referrer Policy for a given document. Note that document:: get_referrer_policy() always returns the 'No Referrer' option, so for now, this should have no impact on production code, and that policy requires that the Referer header is not added.
Later PRs will determine the policy and edit that get_referrer_policy() accordingly.

The main reason stb_image was used for decoding JPEGs was the lack of progressive support in piston_image.
With version 0.7, piston_image gained support for decoding progressive JPEGs through use of the [jpeg-decoder](https://crates.io/crates/jpeg-decoder) crate.
This PR removes the dependency on stb_image and instead uses piston_image 0.7 for decoding JPEGs.

Add a macro for the boilerplate code that appears in most of Handler's methods handling a `WebDriverScriptCommand`.
There are at least three steps that appear in most `Hande::handle_*` methods that handle a `WebDriverScriptCommand`, so I created a simple macro that generates the equivalent code.
There are pros and cons to using a macro like this. It does reduce boilerplate code, but it also can make the code harder to read. Please let me know if you have any comments!
