046fa872a8 Bug 1367309 - Part 1: Update usage to QuotaManager when a file is deleted in DOM Cache. r=bkelly, r=janv 
This patch mainly to update DOM Cahce's usage to the QuotaManager when a file
is deleted. This patch implement two helper function to delete the nsIFile
recursively or directly and update usage to QuotaManager.

For the Quatum DOM project, it's better to work in terms of event targets than
threads. This patch converts DOM code to operate on event targets rather than
threads, when possible.

3b526b2200 Bug 1359490 - add an event loop spinning abstraction function; r=gerald 
This function is arguably nicer than calling NS_ProcessNextEvent
manually, is slightly more efficient, and will enable better auditing
for NS_ProcessNextEvent when we do Quantum DOM scheduling changes.
