98e129ef96 Bug 1698883 - Remove the panel-footer-menulike class. r=mhowell 
We kept this class around so that we could toggle back and forth between the
Photon-era footer button style, and the Proton-era menuitem style for footer
buttons.

Now that v89 has shipped, we can remove that class and switch the markup and
styling over completely to the Proton styling.

4de7e0419d Bug 1707204 - fix download panel item mouse event handlers so the context menu is considered open before popupshown has fired, r=jaws 
As a bonus, this is net code removal.

I spent a long time on a test, but ultimately it seems that in an automated test the
conditions in real use don't appear (ie the mouseout event doesn't happen) unless
manually fired from the test, which seems like it isn't worth it.

73eb6e0897 Bug 1698377 - Treat button-and-view widgets as being in a panel when they overflow off the toolbar. r=Gijs 
When a toolbar button overflows out of the toolbar and into the overflow menu,
CustomizableUI continues to report the widget's type as "toolbar". This means
that whether the widget is currently overflowed must be considered in addition
to the widget's type when the panel and toolbar states need different handling.
