6bff512609 Bug 1685729 - Use correct notification name for region changes. r=Standard8 
Sigh. Turns out the notification is called "browser-region", not "region-updated". "region-updated" is only added as extra data and basically redundant. (IMHO, the notification being called "browser-region-updated" and data being `null` would have been more in line with how notifications are normally set up.)

adb174f17c Bug 1686187 - Use AMO API v4. r=robwu 
AMO API v3 is deprecated and we should now use API v4. Both versions are pretty similar even if the [changelog](https://addons-server.readthedocs.io/en/latest/topics/api/overview.html#v4-api-changelog) appears to be large (we mainly added new features).

I reviewed our usage of the AMO API in FF and diff'ed the API responses. I didn't notice any main difference except for `about:addons` disco, which is why I removed some code related to old properties.

This is a minimal set of changes to allow us to run the weather experiment. By splitting campaign IDs from the attributionURL pref, the weather extension can read the attributionURL pref and append its own CID. I didn't make any changes to the design of search engines or top sites; we met today and decided those needed more careful consideration before we make major changes to PartnerLinkAttribution.
