ae436cae87 Landing the split window work, bug 296639. This change doesn't have full reviews yet, bzbarsky@mit.edu and shaver@mozilla.org have done partial reviews, but there's still more to look at. aa24a7bb8e fix for bug 209220 - now that i18n APIs take ASCII charset names, update consumers to avoid excess conversions.. which usually means storing charset names as ASCII and updating a few other APIs

0be0aa3679 bug 100649: Length() being used where IsEmpty() is meant 
treewide changes to convert incorrect usages of string.Length() to string.IsEmpty().

4486f8d13d Make --disable-xul work (bug 69995). We build enough XUL to support 
scrollbars unconditionally, but can now leave out heavyweight widgets like
