This patch adds a new `temporarilyInstalled` property to the WebExtensionPolicy object, set to
the value of the same property from a Extension.jsm perspective.
The new property is being introduced mainly to be used in a patch that follows to allow the
ServiceWorkerManager internals to access that from the C++ layer (but it may be also
become a useful knowledge for other C++ components in the future).

This attribute can be used to force non-tab extension browsers to be loaded in
the correct BrowsingContextGroup, and also subsumes the existing
sameProcessAsFrameLoader uses in extension code.

This is done by tracking a specific BrowsingContextGroup ID on the
WebExtensionPolicy in the parent process. Whenever a load is done with that
policy, the browsing context is replaced to ensure it is loaded in the correct
BrowsingContextGroup.
This patch also ensures that extension iframes are always loaded in the same
process as their embedder document, even if the frame was previously remote.
