0ae28f14fb Add CPP_THROW_NEW macro to the build system. This macro should be used when defining a local |operator new| function. It will be set to an empty throw function by default on all platforms except mac CW builds. This will allow us to not crash on systems that expect |operator new| to throw an exception by default and will suppress compiler warnings about how |operator new| should throw an exception instead of returning NULL.

22bce73f82 Let the use of PR_Log() be controlled by a toplevel build option. All places that set FORCE_PR_LOG to force logging on need to wrap that #define FORCE_PR_LOG in a MOZ_LOGGING ifdef. 
It's on by default. Set
--disable-logging (unix)
NO_LOGGING=1 (win32)
moz_logging = 0  (mac)
to turn it off globally.

6f62a47cac got rid of |NS_IMPL_ISUPPORTS|, where possible, in favor of |NS_IMPL_ISUPPORTS0| or ...1 according to the specific use; got rid of |NS_DEFINE_IID| where possible, or where it should have been |NS_DEFINE_CID|; fixed bad implementations of |QueryInterface|, where possible.
