If a generated displayport expands beyond the scrollable rect on one axis,
redistribute that extra area to the other axis. Enabled by pref

This makes sense since the file no longer contains anything with the
nsTraceRefcnt name in it, and it will allow renaming nsTraceRefcntImpl
