16d0db8fb3 Improve the CSSLoader API: make it clear which methods return results 
sync and which return async, move the handling of alternates more completely
into the CSSLoader, make it possible for observers to tell whether the load

de205739a0 Make the CSSLoader correctly order stylesheets as they are dynamically added 
and removed via the DOM.  Clean up the nsIDocument stylesheet accessors.  Clean
up nsIDocumentObserver stylesheet stuff a bit.  Make style sheets visible in
the CSSOM (though not completely accessible) from the moment the load is kicked
off.  Make us have sheet objects that can be manipulated via CSSOM even for
failed loads. Bug 107567, bug 47734, bug 57225, bug 178407.

241d58a1a2 Bug 119321 and bug 80106. Create a generic nsIUnicharStreamLoader that 
makes two callbacks -- one to determine the charset and one to provide
an nsIUnicharInputStream.  Use this in the CSSLoader instead of
allocating a single big buffer for the sheet.  Clean up the way we look
for the @charset charset in the sheet data.

r=rpotts for netwerk/, r=peterv for content/, r=smontagu for intl/,
sr=darin for the whole thing.

d7ebbb7e37 Split strict mode into almost-standards and full-standards mode, where the only quirk in almost standards mode is the quirky inline box model. Remove previous fix for bug 151620.
