16d0db8fb3 Improve the CSSLoader API: make it clear which methods return results 
sync and which return async, move the handling of alternates more completely
into the CSSLoader, make it possible for observers to tell whether the load

de930a6ef8 Separate concept of stylesheet URI into base URI (for resolving relative links) and sheet URI (for everything else), since they can differ for style elements (and inline style and style set from script, but that's for the next patch). 08d6baff75 Move things that aren't author stylesheets out of nsDocument's mStyleSheets array to simplify stylesheet management code. 011b12c6e5 Make pretty-printing stylesheets force UTF-8 for themselves. Update charset
