Removing last traces of RDF dependency from HTMLDocument (bug 101995)

Only build toolkit download ifdef MOZ_RDF

Enable nsExternalHelperAppService to build w/o RDF.
Enable nsDirectoryViewer to build, this is enables geckos to work around bug 347782
Don't build nsHTTPIndex at all.

16d0db8fb3 Improve the CSSLoader API: make it clear which methods return results 
sync and which return async, move the handling of alternates more completely
into the CSSLoader, make it possible for observers to tell whether the load

4486f8d13d Make --disable-xul work (bug 69995). We build enough XUL to support 
scrollbars unconditionally, but can now leave out heavyweight widgets like

de205739a0 Make the CSSLoader correctly order stylesheets as they are dynamically added 
and removed via the DOM.  Clean up the nsIDocument stylesheet accessors.  Clean
up nsIDocumentObserver stylesheet stuff a bit.  Make style sheets visible in
the CSSOM (though not completely accessible) from the moment the load is kicked
off.  Make us have sheet objects that can be manipulated via CSSOM even for
failed loads. Bug 107567, bug 47734, bug 57225, bug 178407.
