5320e2c118 33710 "background-color: inherit doesn't work correctly". Split the NS_STYLE_BG_PROPOGATED flag into 2 flags: NS_STYLE_BG_PROPAGATED_TO_PARENT and NS_STYLE_BG_PROPAGATED_FROM_CHILD. 2fb8478b86 Fixed MAP elements to conform to HTML 4.0. Hooked up attribute changes for MAP, AREA and ANCHOR elements. Added RECONSTRUCT_ALL as a style hint for attribute changes. bce8275751 added implementation for CSS-2 style attributes border-collapse, border-spacing, empty-cells, caption-side 
this is sufficient for now, but incomplete.  It doesn't handle inherit properly.
