Don't bother reresolving style when empty stylesheets get added (eg from empty

Remove nsIStyleContext (bug 114713), r/sr=dbaron. Changed lots of methods to use nsStyleContext* or already_AddRefed<nsStyleContext> as return values, depending on whether a reference is returned. Turn on nsRefPtr (bug 104346), and change nsDerivedSafe to not declare AddRef and Release explicitly virtual, r=jag, sr=dbaron.

Implement CSS3 :target pseudo-class, which matches the target of the fragment identifier of the document's URL. Split strict mode into almost-standards and full-standards mode, where the only quirk in almost standards mode is the quirky inline box model. Remove previous fix for bug 151620. Split nsIContentViewer::destroy into close and destroy so we can trigger teardown both at the beginning and at the end of paint suppression. Implemented the backend for the following prefs: Override Document colors, Override document fonts, Link and Visited link colors, and Underline links. Provided the ability to disable the preferences as well, so Composer can show changed fonts and colors.
