d92d4d187c Bug 1096120 - Invalidate context menu on locale change. r=margaret 
The fix in Bug 1020502 was incomplete; flushing the bundle service does not
(always?) invalidate existing bundles. This patch makes `Strings`
re-initializable, and does so when the locale changes.

We can move our profile accessing code to later in the startup process. The benefit of that is in early startup, we can prefetch the profile.ini file in the background and not block the UI thread
