e15f3b5730 Bug 1193062 - Make NS_WHEEL_START/STOP events bypass APZ. r=kats, r=masayuki 
These events are used to show / hide scrollbars before the fingers have moved. This is done from default handling in EventStateManager which is skipped when the events are marked with mHandledByAPZ.

3915ddf569 Bug 1083365 - Tag NS_MOUSE_EXIT messages as eTopLevel when sending to child process. (r=smaug) 
NS_MOUSE_EXIT events were improperly being filtered by the
EventStateManager in the content process.  This patch labels them as
WidgetMouseEvent::eTopLevel to avoid the filtering.
