8012e2c2c2 Bug 840488 - Remove per-JSContext script toggling. r=bz 
Note that the checks in nsJSEnvironment::EvaluateString and EvalInWindow
can safely go away, because we call ssm->ScriptAllowed() in
nsJSUtils::EvaluateString.
