ef2679ecb4 Bug 1094324 - Set browser.newtabpage.enhanced default in prefs. r=adw 
The current behavior is that if there is no user pref, it is set to true or
false depending on the value of privacy.donottrackheader.enabled, but
completely ignoring the global default.

This patch changes the behavior such that:
- browser.newtabpage.enhanced's default value is set as a global default
- it is also set as sticky, so that even when the same value as the default is
  set, prefHasUserValue is true.
- The introduction is not shown when the default for browser.newtabpage.enhanced
  is false. It is however shown when the pref is flipped for the first time.

bd4101800d Bug 1174407 - Collapse pseudo-elements section in rule-view by default; r=miker 
This changes the default value for the devtools.inspector.show_pseudo_elements pref
to false so that the pseudo-elements section in the rule-view is collapsed by
default.
This section may now contain a lot more rules, especially when showing browser styles
and so it's better to have it collapsed by default.

This required to fix 2 tests that assumed the section was expanded by default.
browser_ruleview_pseudo-element_01.js was also cleaned up a bit to be more compliant
with our eslint rules.
