01963aa276 Bug 623446. Turn the layer acceleration prefs into a tri-state. r=joe,a=b 
This removes:
 layers.accelerate-all
 layers.accelerate-none

and adds:
 layers.acceleration.disabled
 layers.acceleration.force-enabled

This is closer to what D2D does.

21051a9d5c 299507 - automatic update options dialog contains too much text. revised UI designed by mike beltzner. 
also fixes preferences binding to use event names that match the onfoo attributes.
