Bug 1265627 - Remove the CXX_VERSION AC_SUBST. r=ted

Its only use is in buildconfig.html, and configure guarantees it's
always the same version as CC_VERSION, so just use that.

The behavior is not entirely idempotent (most notably for
buildconfig.html), but this can be improved later if necessary.
It is idempotent where it matters.
This allows to get rid of config/makefiles/rcs.mk and its uses.
