The `forEach` method installed on iterable DOM interfaces uses SpiderMonkey's self-hosted implementation of `Array.prototype.forEach`, but it has the wrong value for `nargs`, causing failing asserts in debug and wrong behavior in release builds.

This PR implements the fetch method, which is described in [the Fetch Spec](https://fetch.spec.whatwg.org/#fetch-method). The expected wpt results are updated as well.
A few comments about the current fetch implementation:
- The fetch method manually calls `JSAutoCompartment` in order to prevent SpiderMonkey from crashing. This may have to change in the future.
- Not all `FetchResponseListener` methods are implemented.
- `net_traits::CoreResourceMsg::Fetch` message takes a `net_traits::request::RequestInit`. However, when the fetch method is called, a `RequestBinding::RequestInit` is given. The fetch method constructs a `dom::request::Request` with the given `RequestInit`, then creates `net_traits::request::RequestInit` from the dom Request object for the fetch message.

This PR adds dom::Response and dom::Request's `Text()`, `Blob()`, `Json()`, and (part of the) `FormData()` functions, part of the [Body mixin](https://fetch.spec.whatwg.org/#body). The corresponding tests have also been updated as passing.

First pass at fixing #10580.
I've added a new macro that returns a DomString with either the attr val or the doc url.
I then made the form element use that macro on the action attribute.
I also added a test that contains an iframe with a form and base url that submits to a page in
a resources directory.
I made all these changes based on https://github.com/servo/servo/pull/11219#issuecomment-223318881.
The only thing I'm confused on is how to change step 8. It looks to just be getting the action so I'm wondering if I need to change either step 9 or 10 instead?

This implements support for using Promises in WebIDL, executing promise callbacks in batches (equivalent to running all enqueued jobs from a setTimeout(0)), and attaching native callbacks to promise objects. This is the combined work of myself, @dati91, and @mmatyas based on the following prior work in Gecko:

* Promise.webidl
* Promise.cpp/Promise.h
* PromiseNativeHandler.h
This does not implement microtasks per #4283. This allows us to make progress on testing code that requires the use of Promises right now; the microtasks work is more complicated, but also largely orthogonal to implement.

- Please note the return value of the implementation, not sure about returning `false` on `InvalidEnum`.
- the `webgl/conformance-1.0.3/conformance/state/gl-enable-enum-test.html` wpt test is disabled on linux but was enabled on my machine and run to validate expectations.
- the `/webgl/conformance-1.0.3/conformance/context/methods.html` test is disabled everywhere. Enabling and running on my machine showed incorrect expectations beyond `isEnabled`. The test was temporarily edited to test just for `isEnabled` and it ran successfully.

Add methods to activatable elements; gated by a preference, for use in servo-specific WPT tests.
I cargo-culted over the "redundant check" from #12322, I don't really understand the possible exploit.
Obvious flaw is the copypasta for each element. I understand that the webidl codegen will produce a trait for ActivatableElement, but I can't see how I can provide a default implementation for this? I guess otherwise could be an improvement to have each element just delegate to an Enter.../Exit... method on the Activatable trait?

I updated the `video-metadata-rs` crate: now, no more ffmpeg, just pure rust. The webm format isn't checked yet.
