Still needs a bunch of code in net to be converted in order to get more

Moved the `pub_domains` module from `net` into `net_traits`, so it can be used by crates which don't depend on `net` (in particular `constellation`, which can use the crate for testing similar-origin).
I also did quite a bit of tidying up, the functions now do no heap allocation, previously there was quite a bit of String allocation going on.
This is the next step to fixing #633. cc @jdm

"check for the presence of the profile directory command-line option in the ResourceThread constructor and look for files that will contain serialized versions of the previous steps. If they exist, populate the appropriate fields with deserialized versions of the file contents."
Also populated local_data in StorageManager constructor
I am not sure if the handling of decoding and encoding the Option Tm type was done in the cleanest way here.

This fixes about 130 clippy lints. Let me know if i should split up the commit.
I wasn't sure about some of the changes, especially map_or instead of map(...).unwrap_or(...) and if let instead of single arm match were not always a strict improvement in my opinion, but i'll leave that decision to the reviewer :)
There are about 150 lints left which i thought were clippy bugs or i didn't know how to fix.

On my laptop, running `./mach test-unit` goes from about 11 minutes to 22 seconds, when run after `./mach build`.

* Previously, the function returned an owned String, which is not
necessary, so now it returns a slice
* Steps have now been documented/labeled
* The last step of the algorithm was incorrect; it would only slice the
path if the "/" was the last character, which is not what the spec
says. The spec says to slice up until (but not including) the last
"/". Also added a regression test for this.
