Changing this pref can cause serious breakage with fission, as multiple URLs
from the same origin will not be sent to the same process. By locking the pref,
we'll prevent people from accidentally breaking their experience.

This patch also exposes the desktop environment and window protocol on
the gfx blocklist, allowing us more control over feature deployment.

I think that Bug 1572925 made it an error to have any locked prefs
reported in about:support, because they had a pref that accidentally
was getting reported, and I guess we don't have any by
default. fission.autostart is locked on beta and release, but not on
Nightly. This patch makes it so it is okay, but not necessary, to have
fission.autostart reported as a locked preference, so that the test
will pass in either configuration.

This adds a new section at the bottom of about:support to show the
current status of the CDP-based remote agent service. This section will
display useful troubleshooting information regarding the remote agent.
The remote agent is a forthcoming low-level RPC protocol providing
debugging interfaces for Gecko internals. Because it exposes
browser-internals to the surrounding system we need a clear way
for the user to find if it is listening for browser-external connections.
The table, entitled "Remote Debugging (Chromium Protocol)", contains
the following new information:
Accepting connections whether the HTTPD is listening for incoming connections
URL connection endpoint for clients

Expose the driver vendor information (applies to Linux only at this
moment) to crash report telemetry and about:support. This will be useful
when debugging issues to know specifically what driver is in use.
Also expose the monitor information for Linux. Part 1 provides an
implementation to get the monitor information on said platform.

Bug 1514594: Part 3a - Change ChromeUtils.import to return an exports object; not pollute global. r=mccr8
This changes the behavior of ChromeUtils.import() to return an exports object,
rather than a module global, in all cases except when `null` is passed as a
second argument, and changes the default behavior not to pollute the global
scope with the module's exports. Thus, the following code written for the old
model:
ChromeUtils.import("resource://gre/modules/Services.jsm");
is approximately the same as the following, in the new model:
var {Services} = ChromeUtils.import("resource://gre/modules/Services.jsm");
Since the two behaviors are mutually incompatible, this patch will land with a
scripted rewrite to update all existing callers to use the new model rather
than the old.

There are multiple fixes contained in this patch:
- fixes for Android/mobile support
- adding extra strings to the ftl file that were never defined before, and previously the ID was just printed to the page
- update test_l10n.py to not rely on about:support anymore
- changing Troubleshoot.jsm to return and ID and args for the strings that should be displayed, so it is compatible with the Fluent API
- misc. fixes so strings that are not localized don't go through the Fluent codepath

Channel layout is derived by the content being played. The concept of preferred layout is meaningless. Either we have a layout defined, or we don't. There's no in-between.
So we remove it.
