3bb54c8cd1 Bug 1262729 - Allow to more conveniently build toolchains. r=dustin 
Currently, we have in-tree scripts that allow to build our toolchains.
We also have a taskcluster script for clang that can be used in with
manually created taskcluster tasks. I wrote a similar script for gcc a
while ago, for the same usage.

This change hooks all these up such that one can do a try push with
`-j linux64-clang` or `-j linux64-gcc` and get a toolchain built as a
result.

It also hooks things up such that changes to the toolchain build scripts
trigger those jobs as well, so as to ensure they are not broken by the
changes.

d223cf971c Bug 1262735 - Merge both clang-static-analysis-linux64*.json files. r=ehsan 
Both point to the same path for cc and cxx, but not for gcc_dir, which
makes no sense. That's the only significant difference between both, so
just merge them both, and use the merged file in the taskcluster build
script.

212e0b801a Bug 1227367 - Add marionette-harness TaskCluster task; r=dustin 
marionette-harness is implemented as a "generic" task and
can be triggered with the following try syntax:
`-p linux64_tc -j marionette-harness -u none -t none`

The Marionette harness tests do not depend on a browser build,
they only exercise Python code.

Add option to testing/docker/desktop-build/bin/build.sh to
execute any in-tree script instead of only `build-linux.sh`.
This feature is used to call
testing/taskcluster/scripts/tester/harness-test-linux.sh, which
in turn executes the mozharness script specified in the environment.

This adds a mozharness action, only run in TaskCluster, to fetch secrets from
the TaskCluster secrets API via the TaskCluster Proxy.

It requires that the SCM level of the build be passed in with the --scm-level
argument, defaulting to 1 (try)
