Add a synced ParentInitiatedNavigationEpoch field to browsing context, which
only gets incremented when we start navigations in the parent process. When a
child process initiates a navigation, it sends the current value of the field
that it sees via DocumentChannelCreationArgs. In the parent process, we can
compare the value of that field with the latest one for the same browsing
context. If the latest value is higher than the one provided by the content
process, it means that in the meantime parent process has started a navigation
so the earlier navigation originating in the content process will be cancelled.

Bug 1735644 - Use TimeStamp::Now() as AsyncOpenTime for DocumentChannel r=nika,valentin,necko-reviewers

Currently `AsyncOpenTime` is generated when DocumentChannel is
created, rather than being set in the `AsyncOpen` function. This is
mysterious and the reason for doing it this way is unclear.
I noticed a discrepancy while comparing the test result for
`nav2_test_redirect_server.html`. When I run it locally, the
value of `redirectStart` was 0.05 for me in Firefox and 1.5 in Chrome,
which turned out AsyncOpenTime was being used, and it didn't look like
it was set to the correct value.
I think we should use `TimeStamp::Now()` instead which appeals to be
more accurate.

By passing a weak reference back to the DocumentChannelParent into
DocumentLoadListener for object loads, we are able to handle process switching
loads by asking the content process to create a BrowsingContext, and delaying
the real process switch until it becomes available.
The load then completes as it would before, acting as a normal process-switching
subframe load.

Starting a load from a link click, to a link with the 'download' attribute
doesn't cancel any existing loads (since it's known to be just a download, not a
navigation, so doesn't need to replace the existing one). But then we have two
DocumentChannels alive at the same time, on the same loadgroup, the loadgroup
copies flags from the old one to the download one, since they're different, and
triggers the assert about setting LoadFlags.
The download one shouldn't really be added to the loadgroup; the progress of the
download should NOT block the 'load' event of the existing navigation.
