That is, treat it as a hint if called before open, and as an override if
called after. Override the hint on open.
This is a less invasive change that is green on try and also fixes the
issue.

This will report when a telemetry even whenever we load an empty file via a
JAR channel. It will not catch situations where onStopRequest is called with
an error code, or when the listener of the channel does not consume the stream.

To be able to remove SystemGroup, NS_ReleaseOnMainThreadSystemGroup
needs to have its dependency on SystemGroup removed. Since all
releases using SystemGroup would've released on the main thread anyway
we can safely replace NS_ReleaseOnMainThreadSystemGroup with
NS_ReleaseOnMainThread.

And then clang-format. But I tweaked manually nsHttpChannelAuthProvider (move
the variable where it's used, don't take a useless strong ref),
AddonContentPolicy (move the declaration of the variable to the if condition),
and BackgroundUtils (same).
