The transfer function value is only used for BT2020 colorspace videos. We
capture the transfer function when the decoder is created, because it is
not updated per-frame in the VPX bitstream. If a video changes colorspace,
we keep the transfer function value in case it returns to using the BT2020
colorspace.

This moves parts of IPCMessageUtils.h to two new header files and adapts
the include directives as necessary. The new header files are:
- EnumSerializer.h, which defines the templates for enum serializers
- IPCMessageUtilsSpecializations.h, which defines template specializations
of ParamTraits with extra dependencies (building upon both IPCMessageUtils.h
and EnumSerializer.h)
This should minimize the dependencies pulled in by every consumer of
IPCMessageUtils.h

gfx::Color is currently misused in many places. The DrawTargets expect
the color space to be in device space, e.g. what we are actually going
to draw using. Everything sitting above generally deals with sRGB, as
specified in CSS. Sometimes we missed the conversion from sRGB to device
space when issuing draw calls, and similarly sometimes we converted the
color to device space twice.
This patch splits the type in two. sRGBColor and DeviceColor now
represent sRGB and device color spaces respectively. DrawTarget only
accepts DeviceColor, and one can get a DeviceColor from an sRGBColor via
the ToDeviceColor helper API. The reftests now pass with color
management enabled for everything (e.g. CSS) instead of just tagged
raster images.
There will be a follow up patch to enable color management everywhere by
default on all supported platforms.

SafeAreaInsetsChanged will be called per window position/size change (Next
patch is Android implementation for it), we have to calculate safe area insets
on widget/window per change.
Current implementation is that this value is top level document only like Blink

Splits WebGLContext into ClientWebGLContext and HostWebGLContext. The Client enables the JS-control of a WebGL context in a content procecss while the Host executes the WebGL graphics operations (via a WebGLContext that maintains much of the existing code) in the compositor process. At this point, the cross-process behavior is disabled -- this series of patches is an incremental step toward that final goal.

This intended to fix some windows builds, but that didn't end up working.
This removes some unused members and such, and fixes some missing includes
that they uncover (whoops).
This was needed because some windows headers used in the sandbox redefine STRICT
(which is used by `StyleContain`) and `TRANSPARENT`, which is used by some WR
stuff.

We serialize an empty sized fragment if memory allocation fails rather than failing serialization to avoid crashing.
CrossProcessPaint::ReceiveFragment checks for an empty fragment, and reports an error to the caller, so this can be handled.

It would have been nicer and more logical to use a MacIOSurfaceImage to store the colorspace information, however the data passed around is a IOSurface Id via a SurfaceDescriptorMacIOSurface; the original data structure isn't kept; so we must transit the data at the same time as the IOSurface Id.
Also remove unnecessary test (new operator is infallible).
