`AppUpdater.stop()` is not currently well tested, and the new implementation relies on throwing exceptions. It's important that these exceptions be properly caught to ensure that we don't end up handling the exception as an internal error or not handling it properly at all.

511ed597cf Bug 1797050 - Part 2 - Use browser_specific_settings instead of applications in existing browser/components/enterprisepolicies/ tests. r=rpl,mkaply 
We want to encourage extension developers to use `browser_specific_settings` instead of `applications`,
which will be unsupported in Manifest Version 3+. This patch prepares the introduction of a new warning
(that is usually converted into an error in the test environment).

d7f0f33918 Bug 1617611 - Fix all tests using laxByDefault=false under browser/. r=freddyb 
This turned out to be more complicated than expected, because:
- SameSite=None requires https://
- Many test were using the mochi.test domain, which is not reachable via https

Rather than having the enterprise policy push engine information to the search service, this pulls it from the policies whilst initialisation is in progress. This will ensure the search service always has the correct information for policy engines even if the search settings file is modified.

283c5e7ea8 Bug 1786667 - Don't access update components in BrowserGlue if Firefox was not built with support for them r=bhearsum,preferences-reviewers 
This patch was made to guard Update functionality from being called in BrowserGlue.jsm if Firefox was not built with support for the Updater. However, it also ended up touching the updater build configuration. I discovered while testing this patch that building with `--disable-updater` does not imply `--disable-maintenance-service` or `--disable-update-agent`. So I fixed that issue as well. Once that was fixed, I could change some other code that checked `AppConstants.MOZ_UPDATER && AppConstants.MOZ_UPDATE_AGENT` since that is now equivilant to `AppConstants.MOZ_UPDATE_AGENT`.
