The `setCompositionRecording` API on nsIDOMWindowUtils has been broken up into
two new APIs:
* `startCompositionRecording()`, which starts the composition recorder; and
* `stopCompositionRecording(bool writeToDisk)` which stops the composition
recorder and either returns a Promise that resolves to the collected frames
or returns a Promise that resolves when the frames have been written to disk.
The collected frames are serialized over IPC as part of a Shmem as to not
approach the IPC data transfer limit.

`windowUtils.setCompositionRecording()` now returns a promise that is resolved
when the composition recorder is enabled (if given `true`) or when frames are
written to disk (if given `false`). To accomplish this, the
`WebRenderCompositionRecorder` now returns a `MozPromise` when writing frames
to disk begins that is resolved when that process finishes.

The actual return code we return here doesn't really matter, since there is
already an exception on the JSContext. NS_ERROR_UNEXPECTED is as good as
anything, since we don't expect bogus options.

While working on porting the (audio-playback indicators) bug 1562990 to fission, we saw the potential to delete some methods in nsIDOMWindowUtils because they were not used anymore in our codebase except in a couple of tests files. So now, we should only mute/unmute or change the volume in the parent process. As such, interfaces are added in SpecialPowers to change media muted or volume state from content processes.

scrollbars-in-landscape-content.html doesn't fail on environments where we don't
use overlay scrollbars because scrollbars for the visual viewport are not
rendered there.

Instead of blindly attempting to write frames to disk, we now ensure that the
`CompositionRecorder` exists. In the case where we have not allocated one,
calling `windowUtils.setCompositionRecording(false)` will instead print an
error message to the browser console.
In addition, attempting to call `windowUtils.setCompositionRecording(true)`
while a `CompositionRecorder` exists will also result in an error message.

This requires replacing inclusions of it with inclusions of more specific prefs
files.
The exception is that StaticPrefsAll.h, which is equivalent to StaticPrefs.h,
and is used in `Codegen.py` because doing something smarter is tricky and
suitable for a follow-up. As a result, any change to StaticPrefList.yaml will
still trigger recompilation of all the generated DOM bindings files, but that's
still a big improvement over trigger recompilation of every file that uses
static prefs.
Most of the changes in this commit are very boring. The only changes that are
not boring are modules/libpref/*, Codegen.py, and ServoBindings.toml.

This exposes the layers id on the APZ hit result testing API, and
updates callers to check the layers id is correct. This is mostly
unnecessary for these tests, but introduces machinery that will be
useful in Fission-enabled tests, where iframes may be OOP and have
different layers ids.

Additionally, this patch makes `nsContentUtils::DispatchXULCommand()` because
it guarantees the lifetime of **only** `PresShell` in it. So, we need to check
the lifetime of each argument at each caller here.

`nsIPresShell::ScrollAxis` can be used anywhere and it's used by some
utils actually. So, it should be in `mozilla` namespace and perhaps,
`PresShellForwards.h` is a good place to move it rather than creating
new header file.

They should be CamelCase, and that's what most of them already do. This converts
the rest, which are a few.
For the ones that already used `e` or `k` prefixes, I've mostly done:

This patch moves remaining public `enum` of `nsIPresShell` to `mozilla`
namespace in `mozilla/PresShellForwards.h` and make them `enum class`es.
Additionally, some methods which use the moving `enum`s from `nsIPresShell`
to `PresShell`.

This patch moves some `enum` in `nsIPresShell` which are in public scope into
`mozilla` namespace and change them as `enum class`es.
Unfortunately, only "where to scroll" enum is just defines constants of
percentages of scroll destination. Therefore, this patch makes only them
as `static const`.

This patch marks `ScrollContentIntoView()` as `MOZ_CAN_RUN_SCRIPT` and changing
some callers of them to guarantee thar their parent callers are also safe.
Additionally, this patch moves it from `nsIPresShell` to `PresShell` because
all callers can refer `PresShell` directly.
Unfortunately, this patch changes a lot of methods in autocomplete and satchel
since this patch needs to mark some interface methods as `can_run_script` and
they are called each other. This means that autocomplete module is really
sensitive like editor module. Perhaps, autocomplete and satchel should do
scroll asynchronously and unmark some of them as `MOZ_CAN_RUN_SCRIPT` again.

Some methods take `const nsCOMPtr<nsIPresShell>&` as their argument to make
their callers guarantee the lifetime. However, currently all of them are
marked as `MOZ_CAN_RUN_SCRIPT`. So, it's safe to change them to raw pointer.
Additionally, this patch makes them take `mozilla::PresShell*` directly
rather than via `nsIPresShell*`.
