Dedicated workers should be in the same agent cluster with its parent/creator.
The other workers (ShareWorker/ServiceWorker/ChromeWorker) create another agent
cluster when they are created from the creator.

We can remove isOnlyToplevelInTabGroup entirely since we have
BrowsingContext/BrowsingContextGroup exposed through
chrome-webidl. Checking if a browsing context is the only top level
(auxilliary or otherwise) is only a matter of checking that there
isn't a parent, and that the size of the browsing context group is 1.

Also while doing it:
* Ensure activity observers get notified after visibility is computed already.
This is how we notify all other activity observers already, and we are
double-notifying in the case we actually get a page show _and_ a visibility
change, but this is a pre-existing problem.
* Remove special-cases for InFrameSwap() from MediaRecorder. Now that pagehide
doesn't mess up with our visibility state the regular check just works. I
ensured I didn't regress bug 1444541.
* Had to fix a UITour test that relied on the visibility changing back and
forth for the detached tab. It seems there's no real place in UITour that
listens to that event so we should be good.
* Added tests, verifying that they both fail without the patch.
After this we can remove nsDocShell::InFrameSwap(), as the only caller is the
assertion, but I wanted to keep it regardless, at least for now, until this
patch has been in for a bit.

When we call nsContentUtils::IsPatternMatching, we swallow JS engine errors
unconditionally returning true.
This is bad, because if it happens in one of the value sets that arguably
shouldn't change the state of the element, we end up returning an arbitrary
value (true) which may or may not match the previous state of the element.
Handle error explicitly instead, by not updating the state.

The nsAString overload of GetCallingLocation directly converts the
original source file name string into an nsAString. A number of
callers that want the source file name in an nsAString are calling the
nsACString overload of GetCallingLocation, then calling
NS_ConvertUTF8toUTF16. This results in an extra intermediate copy of
the original string data.

ReferrerPolicy gets tossed back and forth as a uint32_t and
ReferrerPolicy enum in header file. Expose ReferrerPolicyValues from
webidl file and use consistently in native code.

We check surrogate pair at specific index in `nsTextFragement` in a lot of
places. This requires boundary check of the index so that it can cause
security issue and crash reason with simple mistake, and also it steals
your time to understand the code what it does especially when it's a
part of an `if` condition.
Therefore, this patch adds new API to `nsTextFragment` and makes the all
surrogate pair handlers of `nsTextFragument` use new API.

When privacy.spoof_english = 2, we should hide the user's
locale in content. So we use en-US default strings for HTML
form elements, such as a Submit button.
We also force GetLocalizedEllipsis() to always return the
ellipsis used by en-US.

This requires replacing inclusions of it with inclusions of more specific prefs
files.
The exception is that StaticPrefsAll.h, which is equivalent to StaticPrefs.h,
and is used in `Codegen.py` because doing something smarter is tricky and
suitable for a follow-up. As a result, any change to StaticPrefList.yaml will
still trigger recompilation of all the generated DOM bindings files, but that's
still a big improvement over trigger recompilation of every file that uses
static prefs.
Most of the changes in this commit are very boring. The only changes that are
not boring are modules/libpref/*, Codegen.py, and ServoBindings.toml.
