Prior to this patch, if a user attempted to use a keyboard shortcut that used a numeric key, the action would not be triggered if they used the numeric key from the number pad. This patch triggers the shortcut regardless of the source.

This allows keyboard shortcuts containing both "Ctrl" and "Alt" in the
manifest of webextensions (in the "commands" -> "suggested_key" key),
rather than just one of these modifiers. The equivalent combinations
on MacOS (any two of "Command", "Alt" and "MacCtrl") are also allowed.
Non-sensical combinations (such as "Ctrl+Command" or "Ctrl+Ctrl") are
forbidden.

As we add more behaviors to EventManager, the signature of the constructor
is going to get really clumsy. Head that off by converting it to take a
general parameters object.
This introduces a compatibility problem for existing webextension experiments,
put in a backward-compatibility shim for now.
