73502c327d Bug 1169044 - Patch 7 - Set mObserver in URLSearchParams. a=bustage. 
A patch was landed on inbound that changed URLSearchParams to have multiple observers then got backed out, which broke this.

Sandbox.cpp, XPCConvert.cpp, ExportHelpers.cpp, and DataStoreService.cpp.  The
