3465852b66 Bug 1954747 - Standardize jvmargs across projects to share Gradle daemon r=nalexander,android-reviewers 
This changes makes all projects use identical `org.gradle.jvmargs`, eliminating
the `Starting a Gradle Daemon, 2 incompatible Daemons could not be reused`warning.

By sharing a single daemon with consistent JVM settings, we greatly reduce the
build’s overall memory footprint.

7189580ef9 Bug 1951509 - Fix errors caused by com.google.android.gms.oss.licenses.plugin.LicensesTask and configuration-cache r=android-reviewers,nalexander,ohall 
As tracking in https://bugzilla.mozilla.org/show_bug.cgi?id=1946302, com.google.android.gms.oss.licenses.plugin.LicensesTask is not compatible with configuration-cache. The solution originally used was to report those issues as warnings and still attempt to build. This caused issues with UI test in Nightly where in app listing of libraries used is empty.

This patch removes the warnings, the side effect of which is that any tasks using oss plugin will not use configuration-cache, for example, fenix:assembleDebug. A better solution will be tracked in bug 1946302.

9ad1af8c4e Bug 1821005 - Set nonTransitiveRClass and nonFinalResIds build flags to false. 
From Gradle 8 the default value has changed from false to true.

0fb47a459d [focus] Update Robolectric to 4.4 and remove Jetifier 
The previous version of Robolectric still hits HTTP-only endpoints that
run into SSL exceptions when trying to upgrade. This is fixed in 4.4.

Jetifier is also no longer needed as well and we need to remove it when
upgrading Robolectric.
