5ebd63c578 Bug 1899346 - Move CUI widgets out of the horizontal tabstrip when in vertical tabs mode. r=sidebar-reviewers,mconley,sclements,webdriver-reviewers,whimboo 
* Ensure tabstrip widgets are temporarily removeable at browser init so the CUI placements are correctly applied
* Shuffle placements during initialization to build the correct toolbars for the verticalTabs pref value
* Notify on the 'tabstrip-orientation-change' topic when the verticalTabs pref changes and CUI placements have been updated
* Add tests for switching tabstrip orientation, and for initializing in verticalTabs mode

cc7cd0c231 Bug 1915857 - [devtools] Compute waterfall ticks color in CSS. r=devtools-reviewers,ochameau. 
We define the tick colors in CSS, using relative color syntax to
add the alpha we want.
We set the highlighter-* variables as registered properties so
the computed value will be the end color, even if we use
the light-dark function.

gNotificationBox doesn't go there anymore (it goes inside the toolbox),
so we have really no use for that.

Simplify how the devtools theme is set on the browser, so that it is set
on the root.

Remove unneeded scrollbox-clip box, and replace it by
`overflow-clip-box-block: content-box` in the only place that we make
the scrollbox grow.

ba77da387b Bug 1913015 - telemetry to validate vetted government CAs proposal r=jschanck,Gijs 
Some governments have PKI with roots that do not meet the requirements to be in
Mozilla's Root CA Program but still generally follow industry practices (and
are trusted by other root CA programs). Many users need to visit sites with
certificates issued by these roots. Currently, they either must manually
install these roots or click through certificate error pages. We may have an
opportunity to improve this experience by detecting sites affected by this and
giving users the option to trust the relevant roots.

This patch extends the telemetry we collect on certificate error pages to
include an indication of whether or not trusting the India CCA roots would
(probably) turn an unknown issuer error into a successful connection.
