3fcbc2a3cc Factored out the code that checked for anchors within the current document so 
that "back" and "forward" used it, too

70162da957 Changed LoadURL() to look at the destination anchor and see if it's an element 
within the current document. If so, it calls the pres shell's GoToAnchor()
function

e0c60d39ef Changed Destroy() to release references to and destroy its child 
web shells. This fixes it so we don't leak all of the web shells for
frameset documents
